In August 2025, this new chapter was added to the Safeguarding Adults Practice Guidance section.

Domestic Abuse (including MARAC)

In August 2025, Section 1, What is Domestic Abuse? was amended to include a revised definition of controlling or coercive behaviour, and to link to a new chapter in the manual of that name. Section 3, Specialist Domestic Abuse Services and Support was updated to include information about the Domestic Violence Disclosure Scheme (Clare’s Law) and more detail about the type of support that may be available from local domestic abuse services. Additionally, Section 5, Guidance and Resources was added. Information about the Safe Care at Home Review was added to Section 1, What is Domestic Abuse? A link to the GOV.UK Minimum standards for responding to domestic abuse disclosures was also added to Section 5, Guidance and Resources.

Information about protected characteristics and anti-discriminatory approaches was added to Section 5, Making Safeguarding Personal.

In February 2025, a reminder about the importance of ensuring that the safeguarding response has regard for protected characteristics was added to Section 3, Involving the Adult in Safeguarding Discussions and Meetings.

In August 2024, a new Section 10, If the Adult has Died was added, containing information previously located in the chapter Disclosure and Raising a Concern and local guidance links.

In August 2024, the text 'she is' in Section 4, MARAC was altered to 'they are' to ensure that no gender assumptions are made.

In August 2024, Section 6, If the Adult has Died was updated to clarify that a concern should still be raised if the death may have been as a result of abuse or neglect. Additional local information was added to Section 2, Recognising Abuse and Neglect.

This included revising Section 1.1, Definition of Domestic Abuse and adding a dedicated subsection 'controlling and coercive behaviour', updating the LGA link in Section 2, Domestic Abuse and Safeguarding: adding clarity around domestic abuse and children, and adding information about IDVA's/ISVA's.
